Background

Scope and content:

The Florida State College for Women/Florida State University Executive Council Minutes are significant to researchers because they document the organizational and academic changes in these institutions during the administrations of Drs. Edward Conradi and Doak S. Campbell. Student activities during this period are documented as well.

The 1930-1931 FSCW Executive Council records include the minutes of the Administrative Committee from October 21, 1930 through July 17, 1931, with some gaps. Major topics discussed include academic probation, building operations, grades, and student activity fees, behavior, and workloads. Among the prominent topics discussed by Council members during the 1930s were absences, academic probation and the violation of probation, budgets, the cut system, excess student course loads, grades, graduation, speakers, the student activity fund, and student behavior.

The transition from college to university greatly impacted discussions in the Executive Council. During the World War II years, primary topics included campus defense, soldiers on campus, the Tarpon Club, transportation difficulties, and war emergency courses. Beginning in 1947, the minutes reflected concerns resulting from FSCW's change to a coeducational institution, such as the re-designation of the old Dale Mabry campus, plans for the reorganization of the administrative setup of FSCW, recommendations from a student-faculty committee on reorganization when FSCW changed to FSU, and short courses and workshops. In addition, student behavior, grades, and probation issues were also covered.

During the first decade of FSU's existence in the 1950s, the administration of American College of Education tests in General Education, the development of a campus radio and television station, faculty book lists, the move from West (Dale Mabry Field) to East Campus, the prohibition of salesmen in campus buildings, smoking regulations, ten-month salary contracts, and use of university vehicles were major topics of discussion.

Biographical / historical:

The Executive Council, the major governing body of Florida State College for Women (FSCW) and, later, Florida State University (FSU), began during the administration of Florida State College for Women President Edward Conradi, and continued after its transition to Florida State University in 1947. The first meeting of the Executive Council cited in these records was held June 13, 1931. During the 1930s, members included:

During the 1940s, the Executive Council included:

With the creation of the Tallahassee Branch of the University of Florida (TBUF) on September 2, 1946, Campbell appointed the following individuals to the Council and to the TBUF administration:

Just before May 15, 1947, when FSCW changed its name FSU and became coeducational, the Council included: - President Campbell, Dean Eyman, Dean Dorman, Dr. Andrews, and Dr. Hinson (continuing).

When FSU was created in 1947, the composition of the Executive Council greatly expanded. During the 1949-1950 academic year, the Council comprised:

Beginning in 1950, the functions of the Executive Council are cited in the Faculty Handbook. The Policies and Procedures Handbook for Faculty and Staff for that year states that its functions are:

The Executive Council was to meet at the call of the President, usually on the first Monday of each month. The President is the presiding officer at Council meetings.

From 1955-1956, the Executive Council was composed of: - Dr. Robert Manning Strozier, President

The functions of the Council have changed very little over the years. According to the 2003 Florida State University Faculty Handbook, the Council "serves as the internal operations committee guiding the day-to-day activities of the University along policy directions established by the President."
