Biographical / historical:

The Florida Commission on Mental Health and Substance Abuse (FCMHSA) was established after passage of Florida House Bill 2003 (Ch. 99-396). Charged with conducting a systematic review of the overall management of the state's mental health and substance abuse system, the 23-member Commission worked with the National Association of State Mental Health Program Directors (NASMHPD) and the Louis de la Parte Florida Mental Health Institute (FMHI) to identify common themes among states with "current or recently completed commissions" (Bell & Shern, 2002).

Under the leadership of former FMHI Dean Dr. David Shern, a series of public meetings were held that culminated in a final report to the State of Florida's Governor and Legislature. The report included recommendations for change improvement in the areas of: planning service strategies, funding, accountability, emergency health services, and the unique needs of children, adults, and the elderly. In 2001, the Commission published their findings as the State Mental Health and Substance Abuse Plan. Subsequent annual publications highlighted additional areas of improvement for meeting the needs of Florida residents with mental health and substance abuse problems.
