The collection contains materials relating to Humphries' political activities, chiefly his tenure on the Jacksonville City Council from 1967-1971. The core of the collection are newspaper clippings pertaining to the Council's activities under the new consolidated government. Additional printed materials provide documentation on the site selection of the University of North Florida in 1969.

The collection contains correspondence, administrative and subject files, and printed materials relating to Mr. Carlucci's political activities. Few personal items are included. Subject files provide detailed information on highly publicized and controversial Jacksonville, Florida issues (Offshore Power Systems, etc.) and prominent local individuals; extensive documentation on the site selection of the University of North Florida; and insights into the Hans Tanzler mayoral era of Jacksonville politics and government. The Carlucci Papers complement related collections on Jacksonville's government consolidation during the same time period: Richard A. Martin Papers; Homer H. Humphries, Jr. Papers; Jacksonville, Florida, Government Consolidation Collection.

John E. Mathews, Jr. was a Florida state legislator from 1956 to 1970 and President of the Florida Senate in 1969-70. He ran unsuccessfully for Governor of Florida in 1963/64 and 1969/70. The collection contains the extensive personal papers, documents, and memorabilia of Mr. Mathews, spanning the years 1920 - 1988. His early years are particularly well documented, with scrapbooks, report cards, awards, etc. The legislative years (1956-70) are chronicled by detailed reports, documents, and newsclippings; and the gubernatorial campaign years (1963; 1969-70) are well-represented with a near complete set of the master campaign files of correspondence, lists, speeches, newsclippings, scrapbooks, and travel / itinerary materials. The collection is of primary value for research on Mr. Mathews, but in totality, provides insights into Florida political history and government circa 1950-70.

Resources include primary reports and speeches from prominent elected officials; an extensive group of editorials and daily newspaper articles (many written by Mr. Martin) exploring the numerous issues arising from merging the Jacksonville - Duval County governments; and insights into the Hans Tanzler era of Jacksonville mayoral history. Related collections on Jacksonville's government consolidation during the same time period include: Joe Carlucci Collection; Homer H. Humphries, Jr. Papers; Jacksonville, Florida, Government Consolidation Collection. Miscellaneous materials include additional research items held by Mr. Martin: newsclippings and correspondence relating to the British War Relief Society (1940-41); copies and transcriptions of Jacksonville, Fla. City Council. Minutes, 1870-85 / Selected Ordinances, 1870-1883; and Jacksonville, Fla. Board of Trade. Official Minutes, 1867-1871.
