A typographer and calligrapher, he moved to Central Florida in 1976. A past president of the Typographers Association of New York and a life member of the Type Directors Club of New York, Malkoff began assembling his collection of books on type design and printing in 1939, when he became a composing room compositor-linotype apprentice. He was associated with leading printers and typographers in Chicago, Atlanta, New York, and Orlando. A cofounder of the Typography Shop in Atlanta, he pioneered the concept of a type house producing photoprocess hand lettering. Malkoff wrote and lectured on typography and taught typographic design and calligraphy. Early in his career, Pepper was a progressive minded liberal who sponsored legislation to promote equal rights, civil rights, workers' rights and the Lend-Lease Act. During and after World War II, Pepper became a driving force for the establishment of the National Institutes of Health, a system of government-sponsored medical research facilities.\n Much later in his life and career, he gained international fame as an advocate of older persons rights, health care, and for strengthening and protecting Social Security, Medicare, Medicaid, and other government sponsored programs on behalf of millions of Americans.\n Prior to his death, Pepper donated the bulk of his vast collection of official and personal papers to the Florida State University.
