Prices did not cover the cost of production and growers were losing money. The Citrus Exchange determined that the industry needed an organization dedicated to stabilizing prices. Consequently, the\nidea for Florida Citrus Mutual (FCM) was born. FCM began operating in 1948, though it wasn't officially activated until March 25, 1949. Several key men in the citrus industry strongly supported FCM's cause and are largely responsible for recruiting members as well as getting the organization on its feet. These\nmen are known as Mutual's founding fathers: Latt Maxcy, Barney Kilgore, C.C. Commander, J.A. Griffin and James C. Morton. When FCM finally began operating in 1948, it had more than 6,000 grower members. The Board\nwas organized to have 21 directors (who are grower-members that represent each of the seven districts), a general manager and several department heads. In the beginning, FCM's primary goal was to raise prices for growers; however, they also provided important price information, which had never\nbefore been published. Griffiths (1914-2006) was born in Texas, on November 4th, 1914. Griffiths worked on his father's ranch before attending Rice University. After earning a degree in zoological sciences in 1937, Griffiths married and shortly thereafter entered Iowa State University, earning a doctorate in Entomology in 1941. After taking an academic appointment at Auburn University Griffiths volunteered for the army, entering in as a First Lieutenant. In 1946 Griffiths took a job at the Citrus Experiment Station at Lake Alfred, Florida. He\nestablished himself as an expert in the field of biological control mechanisms through extensive research projects, authoring numerous articles in scientific journals discussing and evaluating new insecticides and fertilizers, and giving precise recommendations for their application in fighting pests or nutrient deficiencies. 1951 Griffiths joined the Lyon's Fertilizer Company for three years, then joined John Snively's Eloise Groves Association as production manager of the processing plant and overseer of grove operations. After the freezes of 1957-58, Griffiths conducted research on the\nuse of wind machines for cold protection to replace smudge pots. He also played a fundamental role in developing a market for what was then a newly available product: orange juice as a frozen concentrate. From 1962-67 Griffiths worked as the General Manager of Cypress Gardens Citrus\nProducts, before serving as the director of special projects for Florida Citrus Mutual from 1968-81. He also founded the Citrus Grower Associates, a small cooperative of growers aimed at promoting and protecting its local growers. Griffiths founded the Citrus Growers Association and served on the Florida Research Advisory Council, the Spreading Decline committee, the Young Tree Decline Committee and at one point he headed the Citrus Harvesting Committee. Griffiths was also a member of the International Society of Citriculture, the Florida State Horticultural Society, the Soil Science\nSociety of Florida, the Entomological Society of America, the Florida Entomological Society, the Florida Farm Bureau, the Institute of Food\nTechnologists, the Florida Citrus Production Managers Association, the Florida Citrus Processors Association, and he was a long time board member of the Florida Citrus Research Foundation. In efforts to improve water quality,\nhe lobbied for the inclusion of the Ridge area into the SW Florida Water Management District, and for the establishment of the Polk County Water Policy Committee on which he served from 2001-06. On December 7, 1931, the Florida Grapefruit Canners Association (FGCA) was officially established during its first meeting. C.E. Street was named President and Clifford Charles \"C.C.\" Rathbun was named permanent Secretary after having\nserved the group for four years. At this time, the organization was based in Tampa, Florida. In 1932, FGCA began working with the U.S.D.A. Citrus Products Station, which was established in 1931 in Winter Haven, Florida, to establish standards on canned grapefruit. This cooperation would extend beyond the establishment of these standards as the FGCA financially supported and advocated for the laboratory. The Florida Citrus Commission (FCC), established in 1935, would also join FGCA in supporting the laboratory.","Florida Canners Association (1937-1978):","In 1937, FGCA changed its name to Florida Canners Association (FCA); the organization was chartered and incorporated on August 13. During the 1940s, FCA continued to support the USDA laboratory in Winter Haven alongside the FCC, including Dr. L.G. MacDowell's research into packing citrus products in glass. In 1950, under President C. Howard Sweatt, FCA reached 100% participation from all canning companies within the state of Florida. In 1951,\nFCA took over the Canners League of Florida, which had been established in 1948, as well as that organization's informational services. In 1956, FCA moved their headquarters to Winter Haven, Florida after the city had donated land to the Association. In 1961, the Food and Drug Administration (FDA) held hearings regarding the standards of orange juice. Director Marvin H. Walker (President, 1951-1952) provided testimony and Secretary C.C. Rathbun was also present for these hearings. In 1962, the long-serving C.C.\nRathbun retired as Executive Vice President after having served the organization since its beginning. He remained as a consultant to the organization and served as Chairman on the Board of Directors. Warren E. Savant succeeded Rathbun as the Executive Secretary for FCA and later became Executive Vice President himself.","Citrus Processors Association (1941-1964):","In 1941, the Citrus Processors Association (CPA) was formed, and by 1950, the organization was based out of Lakeland, Florida. However, while at first independent from FCA, the two organizations began working closely together in 1951 when FCA took over the reporting of statistics regarding citrus processing and citrus processing by-products. FCA Executive Secretary C.C. Rathbun also served as the Manager of CPA. By 1952, CPA had moved their\norganization over to Tampa, where FCA was based at the time.
