She also served served as Supervisor of Elections and, in 2003, she ran a successful campaign to be the Mayor of Tampa, only the second woman to ever do so. She was the daughter of L. A. Sampley; her mother's name is unknown. She graduated from Milton High School and then attended Draughns Business College in Montgomery, Alabama. She worked as a secretary for the Alger-Sullivan Lumber Company in Century, Florida and for the Bagdad Land and Lumber Company in Bagdad, Florida. Sampley then worked as an assistant to the State Director of Markets. She held that position in Jacksonville, before transferring with the Marketing Board to Winter Haven, Florida. The point at which she became involved with palmetto weaving is unknown, but her book  Palmetto Braiding and Weaving , co-written with Viva Cooke, was published in 1947.","Sampley retired at Plant City, Florida where she was active in numerous civic organizations.
