He received his B.S. in Biological Science from Boston University, M.S. in Biological Science from Northeastern University, and Ph.D. in Biological Science from Florida State University.","Dr. Garrity recently retired as the Executive Director of the Environmental Protection Commission of Hillsborough County (EPC) Florida and had held this position since the year 2000. He was responsible for the overall direction of the agency, which staffs over 130 scientists, engineers and attorneys with the mission of protection of the natural resources, environment, and quality of life in Hillsborough County.","Dr. Garrity has also held the position of Adjunct Associate Professor, College of Public health, University of South Florida from 2003-2008. ","Prior to working at EPC, Dr. Garrity held a number of executive level positions. From 1999-2000, he was Water Resource Team Administrator for Hillsborough County where he was responsible for coordinating review of all water supply projects proposed for Hillsborough County. He conducted research on the indigenous peoples, birds, and plants in New Guinea and the Philippines. Before the war, he attended Deep Springs School in California and The Park School. Gilliard organized and conducted research expeditions to Venezuela, the Amazon Rain Forest, and Brazil. His wife, Margaret Fitzell Tifft Gilliard, also conducted research with her husband after the war.
