Garrity was born and raised in Boston, Massachusetts. He has lived in Florida since 1967 and presently resides in Lakeland. He received his B.S. in Biological Science from Boston University, M.S. in Biological Science from Northeastern University, and Ph.D. in Biological Science from Florida State University.","Dr. Garrity recently retired as the Executive Director of the Environmental Protection Commission of Hillsborough County (EPC) Florida and had held this position since the year 2000. He was responsible for the overall direction of the agency, which staffs over 130 scientists, engineers and attorneys with the mission of protection of the natural resources, environment, and quality of life in Hillsborough County.","Dr. Garrity has also held the position of Adjunct Associate Professor, College of Public health, University of South Florida from 2003-2008. ","Prior to working at EPC, Dr. Garrity held a number of executive level positions. From 1999-2000, he was Water Resource Team Administrator for Hillsborough County where he was responsible for coordinating review of all water supply projects proposed for Hillsborough County. From 1984-1999, Dr. Garrity was Director of District Management for the Florida Department of Environmental Protection's Southwest District office in Tampa serving under four gubernatorial administrations. From 1977-1984, he was the Urban Environmental coordinator for the City of Tampa. Dr. Garrity also worked in the private sector as a consultant for Conservation Consultants Inc. from 1974 to 1977. He was appointed by Mayor Tommy Hazouri as a Division Chief for the city of Jacksonville and later worked for the State Attorney's Office as an administrator in the Special Prosecution Division targeting consumer fraud in Jacksonville. Mette worked from 1991-2015 in the State Attorney's Office.  ","Richard Mette was involved in the local Jacksonville community. He was a founder and President of the Northeast Florida Consumer Council. Mette served as a Trustee for the Robert A.
