Municipal Training Centers were created in partnership with universities in the Baltic States, including the University of Tartu in Estonia, the University of Latvia, and the Kaunas Technological University in Lithuania, emphasizing decentralization and providing opportunities to visit America and observe how government operated in a capitalist society. The Foundation also worked to introduce free press to the Baltic states through exchange programs that allowed Baltic media personnel to visit news stations in Washington D.C. and Dallas, Texas. These visits gave Baltic media personnel examples of how the free press operated. USBF also had country-specific programs such as helping the Jewish community in Lithuania build a community center, creating an AIDS-Information and Support center in Estonia, and donating to the Latvian Society of Nature and Monuments Protection. The collection consists of financial reports, legal documents, newspaper articles, newsletters, magazines, and a small number of photographs documenting the Foundation's activities and programs in Latvia, Estonia, and Lithuania. It also contains briefings, which offer broad information on various projects, monthly events, and final reports on a project's progress. Proposals, agreements, and modifications of grants awarded by the U.S.-Baltic Foundation are also included. This collection offers insight into American efforts to restore democracy in former Soviet states of Eastern Europe, steering Baltic states away from communism and encouraging free markets. Through initiatives promoting press freedom, decentralization, and the creation of PhD programs in the Baltic States, the U.S.-Baltic Foundation significantly aided the Baltic States' transition to capitalism and democracy. Initially, the Foundation supported Lithuania in a similar way as the other states by creating a Municipal Training Center and the Kaunas Technological University in Lithuania. This Municipal Training Center taught local officials how to govern in a capitalist democracy. Later, the U.S.-Baltic Foundation began to focus on community growth, such as creating summer camps for students and building a community center for the Jewish population. While there, he began to develop a budwood cross between Valencia and Parson
Brown oranges. After his death in 1944, Lena Hughes continued her husband's work, even
though it did not prove successful at first. However, in 1955, the USDA and Florida's Division
of Plant Industry's Budwood Registration Program became interested in the Hughes's
budwood because of a need for virus-free budwood. After passing five years of testing, in
1960, the Hughes Budwood began to be distributed across growers in Florida. Today, it is the
most prolific version of the Valencia orange across Florida and can be found in many other
countries as well. The proceeds of the sales of this budwood led to the creation of Hughes
Memorial Foundation, Inc. to provide scholarships for undergraduate students in citrus and
agricultural programs at both Florida Southern College and the University of Florida. The
Foundation's first scholarship was given at Florida Southern in 1965, and in 1966, scholarships
would be given the University of Florida for undergraduate and graduate students as well. In
2007, ownership of the Foundation was transferred to the Florida Citrus Nurserymen's
Association, and by 2008, the transfer process had been completed thus ending the Hughes
Memorial Foundation.","For more information on Secretary/Treasurer Charles Youtsey, please see the Charles
Youtsey Papers.","Materials in this collection were organized chronologically and broken down into the following
series:
The History of the Foundation series contains biographical information about Lena
and Ausker Hughes as well as information about Hughes Budwood and the Foundation.
The Board Meetings series contains meeting minutes from the annual meetings of the
Board. Also in this series may be materials passed out at the meeting such as the
annual Treasurer's Report. File names in this series are reflective of the title given to the
meeting by the Directors as indicated in the meeting minutes.
The Financial Records series contains tax documentation, bank records, and
correspondence related to financial matters of the organization.
The Scholarships series primarily contains correspondence between the Foundation
and the schools that receive funding for scholarships: Florida Southern College and
the University of Florida.
Memorial Foundation.

For more information on Secretary/Treasurer Charles Youtsey, please see the Charles
Youtsey Papers.

General
For more information on Secretary/Treasurer Charles Youtsey, please see the Charles
Youtsey Papers.

Materials in this collection were organized chronologically and broken down into the following
series:
The History of the Foundation series contains biographical information about Lena
and Ausker Hughes as well as information about Hughes Budwood and the Foundation.
The Board Meetings series contains meeting minutes from the annual meetings of the
Board. Katz also joined other organizations such as the city's Planning and Zoning Board, the Board of Trustees of the Fort Lauderdale Historical Society, and the Fort Lauderdale Easter Seal Rehabilitation Clinic Elks, Masons, and Shriners. In 1980, he was honored by the National Conference of Christians and Jews for his service to the community.
