In 1974, the University of South Florida opened an $8 million branch in Fort Myers near the Edison Community College (now Florida Southwestern College). A building was later dedicated to Howard at Edison Community College. Howard also lobbied for the Southwest Florida region to have its own university, Florida Gulf Coast University. In 1991, Howard became founder and president of the FGCU Foundation. By 1942, he took military leave to serve as an officer in the U.S. Army Quartermaster Corps in Richmond, Virginia, and was deployed to the Philippines and Japan as part of the occupation forces. He returned to Tampa in 1946 to become Assistant Manager at the Tampa Terrace Hotel and was promoted to Executive Manager a year later. He remained at the Tampa Terrace Hotel until its impending sale to the Michel Group and his termination in 1964. The building was later demolished after it was returned to the possession of the Corral family.","In 1966, Gay was appointed as Receiver to operate the Floridan Motor Hotel (under court supervision on behalf of Penn Mutual Insurance Company). The sale of the Floridan was the result of a mortgage foreclosure again the owners, the Paul H. Smith family. ","A native of Hyannis, Massachusetts, he also lived in Virginia, Maryland, and Florida (the Pensacola, Jacksonville, and Amelia Island areas) before attending college. He completed his undergraduate education at Princeton (B.A., 1969) and finished his doctorate at Brandeis (Ph.D., 1981). In addition to his teaching and research at USF, he has also taught at the University of Minnesota, Brandeis University, and in France at the Universite d'Angers, where he served as a Fullbright Lecturer in 1984-1985.
