After graduation from the Bolles School, he received a Bachelor of Arts degree in 1958 from the University of Virginia, and a Bachelor of Laws degree from Stetson University in 1961. His early legal work included positions as the Assistant Duval County Solicitor (1963-1965), and Assistant State Attorney for Duval County (1965-1967). In June 1967, he was elected from Ward 8 to the Jacksonville City Council (prior to Consolidation), and under the new consolidated government, won election to the City Council from District 13. He became Council President on July 1, 1970, the third and the last President of consolidated government's first City Council. In 1971, he did not seek re-election to the Council, and returned to private law practice in Jacksonville.","Humphries was active in a number of civic, fraternal, professional, and religious organizations. A month after Humphries left the Council in 1971, Mayor Hans Tanzler appointed him to the first Downtown Development Authority (DDA), and he served the next eight years as DDA Chairman. In 1989, he was appointed to the Fourth Judicial Nominating Commission by Florida Governor Bob Martinez, and served a four-year term until 1992. Other civic activities included service affiliations with the Florida League of Cities, Florida Community College, Jacksonville Chamber of Commerce, Jacksonville Children's Museum, and St. Luke's Hospital.","His involvement with the University of North Florida deserves special mention. In 1969, as a member of the Jacksonville City Council, he was a strong supporter of the present suburban location for the University versus an urban site as proposed by other Council members. He was appointed to the first University of North Florida Foundation Board of Trustees, and was elected Foundation Board President in 1976-77. For his extensive service to the University, he was awarded a UNF Presidential medallion in October 2008.","Humphries had a long and distinguished service in the U.S. military. In 1953, he enlisted in the United States Air Force, and entered the Cadet Aviation Program. He served in the U.S. and overseas as a squadron pilot until his release from active duty in 1958 to pursue his civilian education. Subsequently, he joined the Florida Air National Guard, serving in several capacities where he held leadership positions: Air Operations Officer for State Headquarters (1972); Lieutenant Colonel and Director of Operations (1976-77); Chief of Staff and promotion to Colonel (1980); and promotion to Brigadier General in 1984. He retired from the Guard in 1989, and was awarded the Legion of Merit medal for his 36 years of outstanding military service.","The collection contains materials relating to Humphries' political activities, chiefly his tenure on the Jacksonville City Council from 1967-1971. The core of the collection are newspaper clippings pertaining to the Council's activities under the new consolidated government. Additional printed materials provide documentation on the site selection of the University of North Florida in 1969.","The Humphries Papers are of interest to scholars researching Jacksonville's consolidation period, as well as providing information on Humphries as a key political figure during the same time period. The collection, when used in conjunction with other sources such as the Jacksonville, Florida, Government Consolidation Collection and the Richard A. Martin Papers, provides insights and documentation on a pivotal era of Jacksonville history.","The collection has eight series:","Series 1 - Campaign Materials for Humphries' City Council Elections include correspondence, newspaper ads and articles, sample ballots and other general information about the elections and Humphries' candidacy.","Series 2 - City Council includes primarily newspaper articles about City Council activities including consolidation. There is also a Consolidation Day program, a copy of the Consolidation Resolution and a small amount of correspondence.","Series 3 - Florida Air National Guard (FANG) has a few articles and a certificate of appreciation regarding Humphries affiliation with the organization.","Series 4 - Florida Times Union includes some letters to the editor that Humphries authored.","Series 5 - is Humphries' obituary.","Series 6 - Publications includes a memoir authored by Humphries.","Series 7 - St. Luke's Hospital Association Executive Committee consists of a 1967 Annual Report that includes mention of Humphries as a Special Representative to the Executive Committee.","Series 8 - University of North Florida (UNF) Board of Trustees includes newspaper articles, a transcript of an interview, a copy of the Resolution to convey the property for the building of UNF, and a Founders Day program showing that Humphries received a UNF Presidential Medallion in 2008 for his service in creating the university.","Materials in the collection may be subject to copyright and are to be used for private study, scholarship, or research in accordance with the copyright law of the United States (Title 17, United States Code). He formed the Leisure Marine Corporation to develop his idea. Initially, the company ran the Seven Seas park in Arlington, TX, for a season, but the venture did not develop further. Wet 'n Wild eventually became a reality in Orlando, where it opened in 1977. The company took over the failing Seven Seas park and redeveloped it into the second Wet 'n Wild in 1983 followed by Las Vegas in 1985. Additional sites opened in Garland, TX, Brazil and Mexico. Wet 'n Wild was named the Best of Aquatics for 2003 by Aquatics International magazine.","
Millay retired from Wet 'n Wild in 1998, but he continued to work on new projects. He designed and patented a system for moving visitors down into the center of a circular aquarium so that everyone had a good view of the fish. Millay partnered with William Watts and David Powell in creating a company named Sea Venture to sell the system. At the time of his death in 2006, no examples of the system had been sold.","
George Millay received Lifetime Achievement Awards from the International Association of Amusement Parks and Attractions and the Themed Entertainment Association, and he was named the Father of the Waterpark Industry by the World Waterpark Association. Tim O'Brien wrote Millay's biography entitled The Wave Maker in 2004.

George and Anne Millay Collection, Special Collections and University Archives, University of Central Florida, Orlando, Florida.

George and Anne Millay Collection, Special Collections and University Archives, University of Central Florida, Orlando, Florida.

Collection processed by Judith Beale; finding aid prepared by Judith Beale. It started in 1975 as the Broward County Library "Project for the Economically Disadvantaged" but soon became internationally known as Library-in-Action Project. The project ran until 2002.","The Von D. Mizell Library in the historic Sistrunk neighborhood, which became part of the Broward County Library system in 1974, was the headquarters of Library-In-Action. As a result of LIA-authored grant funding, four additional libraries were opened: Dania Beach Library (Feb. 5, 1979), Collier City Library (1980), Rock Island Library (1980), and Carver Ranches Library (1982). Also in 1980, the Von D. Mizell Library moved to a new building with a larger collection. These five libraries provided youth and adults with free access to books, literacy classes, and tutoring services. They also created tailor-made services and programs based on community input.","Broward County Library's Assistant Director, Samuel Morrison, hired an administrative team to oversee the LIA program: Tyrone Bryant (Director), Janet Hansen (Assistant Director), and Tanya Simons-Oparah (Outreach Services Coordinator). The LIA team earned millions of dollars in grants, trained librarians and staff, and conducted programming. ","From 1977 to 1980, Library-In-Action staff canvassed neighborhoods and offered library resources to the Collier City community before the Collier City Library was built. The LIA's Homework Assistance program bussed children from elementary schools to the Collier City Library, where they received help with their homework and school projects, graduating more than 200 students in its early years. ","The LIA project also involved a Bookmobile and a Footmobile service - where staff went door-to-door promoting libraries and delivering books. Other notable programs included speakers such as Alex Haley (author of "Roots") in 1980, Elton Fox, and Tom Feelings. The Black Heritage program educated children on Africa, and an African hut was constructed in the Von D. Mizell Library as part of the programming.","LIA Director Tyrone Bryant coined the name "Library-In-Action". Tyrone Bryant (1942-1988) was a graduate of Florida Agriculture and Mechanical University. Prior to his directorship at the Langston Hughes Library he was the director of the Committee for the Corona-East Elmhurst Community Corp, where he began working in 1967. The Committee's activism ultimately formed the Langston Hughes Cultural Center and Library in the Corona neighborhood in New York City. Tyrone Bryant became the first Director of the Langston Hughes Library which opened April 26, 1969 and served the needs of inner-city residents. Bryant moved to Fort Lauderdale in 1975 to become the LIA Director. The many programs conducted during the BCL LIA project originated from Tyrone Byrant's experience with programs at the Langston Hughes Library, such as the Homework Assistance Program. In 1983 Bryant was named Assistant Director of the Broward County Library system in charge of Special Services while also retaining his position as Project Director of LIA. Bryant also served as the chairman of the Sistrunk Historical Festival from 1983 until 1988. He married Claudia Wright in 1986. Tyrone Bryant died on February 24, 1988 at age 45. The festival began as a two-day event to initiate economic redevelopment and held programming on African American culture, and under Bryant's chairmanship grew to a month-long event drawing over 100,000 people by 1988.","This collection received file level processing. The Rock Island Library was rededicated in his honor on April 20, 1988 as the Tyrone Bryant Library Branch.","The 1980 Sistrunk Historical Festival saw the dedication of the Von D. Mizell Center which housed the Von D. Mizell Branch Library.","The LIA program collaborated with the City of Fort Lauderdale to create the Sistrunk Historical Festival in 1979, celebrating the county's black pioneers. The festival began as a two-day event to initiate economic redevelopment and held programming on African American culture, and under Bryant's chairmanship grew to a month-long event drawing over 100,000 people by 1988.

Library-In-Action Collection, African American Research Library and Cultural Center, Broward County Library.

Library-In-Action Collection, African American Research Library and Cultural Center, Broward County Library.

This collection received file level processing.
