He attended the USMA at West Point and graduated in 1928. He joined the Army Air Corps and became a senior gunnery training officer just before the outbreak of WWII. He was posted to England with the USAAF 8th Air Force. He was on his first mission in 1943 when he was shot down over Germany and captured. \n \t\nWhen he arrived at the POW camp he was the senior American officer (SAO). The camp also held about 2000 airmen from the RAF. As a USMA graduate of the class of 1928, he restored order and military discipline for the Americans. In 1944, Brigadier Gen. Arthur Vanaman was captured after being shot down. He was sent to Stalag Luft III, but he allowed Col. Spivey to continue as officer in charge.\n \t\nAs the Russian Army advanced into Germany, the camp was disbanded and the prisoners sent to Berlin. Col. Spivey and Brigadier Gen. Vanaman were chosen to go to the HQ of the SS and meet with officials who were trying to negotiate a separate peace with England and the USA. The two senior officers were sent to Switzerland in April 1945. Spivey was then sent to Rheims, France and met with the staff of Gen. Spaatz, the USAAF chief. By then Germany had surrendered. (A similar offer of surrender had been sent through Swedish channels and Count Bernadotte.)\n \t\nMaj. Gen. Spivey remained in the Air Force, and his last command was at the Air War College. After he retired from the Air Force, he served as commandant of Culver Military Academy for 11 years. He then retired to Florida and died in Sarasota on 1/18/1982. He was 76 years old.
