The group was charged with conducting a full review of the criminal justice and direct service processes as it related to the crime of sexual battery. Chaired by Kathy Chinoy, the Task Force consisted of twelve members of the Jacksonville community chosen on the basis of their professional involvement with the crime of sexual battery. The Task Force held meetings on a semi-monthly basis from 1996-1998, interviewed dozens of professionals within the field, interviewed and surveyed victims, reviewed educational reports, studies and other resources, and developed a set of recommendations described in a final report issued on February 18, 1998. Their primary recommendation called for the creation of an independent Rape Advisory Council to educate the community and reform the system.\nShortly thereafter, the Sexual Assault Advisory Council (SAAC) was established on May 19, 1998 by Jacksonville Mayor John A. Delaney. As per the City of Jacksonville Executive Order 98-214, the Council was charged with providing oversight and coordination of the community's response to the crime of sexual assault, assuring the integration of services and programs for sexual assault victims, and implementing the recommendations of the Adult Sexual Assault Task Force. The Council was composed of 16 members selected by the Jacksonville Mayor, Sheriff, State Attorney, Chief Judge, Superintendent of Schools, and the Naval Command. Five positions were also filled by the Executive Directors of Hubbard House and the Women's Center of Jacksonville, City Division Chiefs of Victim Services and Disabled Services, and the Adult Sexual Assault Coalition. Mayor Delaney appointed Shirley K. Webb, Executive Director of the Women's Center of Jacksonville, to serve as the first Chair of the Council. Lassiter, Jr., Vice President and Dean of Faculties, on September 3, 1970. The first meeting of the Council was held on September 9, 1970. Meetings were initially held weekly, and later became bi-weekly. Founding members included: President Thomas G. Carpenter, Dean Willard O. Ash, Dean James M. Parrish, Dean Ellis F. White, Dean William L. Wharton, Dean Andrew A. Robinson, and Library Director Andrew Farkas. According to the initial charge of Dr. Lassiter: The Council is not intended to be a legislative body. It will: (1) be concerned with the development of recommendations on academic policy and procedures; (2) provide a forum for interchange of ideas; (3) provide a vehicle for communication and coordination; and (4) serve as an advisory group.\nThe Council was reorganized on November 3, 1971, to include the appointment of one department chairman from each of the Colleges.\nAnother major change was made in March 1973 to reconstitute the membership of the Council to include the President and those staff and faculty members that report directly to the Vice President and Dean of Faculties. Dr. Lassiter explained in a memorandum (March 26, 1973): \"When the Academic Council was first established in September of 1970, a major function of the Council was the development of policy for the academic and academic-support units of the University. The first formal meeting of the Chairmen of the College of Arts and Sciences was held on September 20, 1971, approximately one year before the opening of the University in October 1972. Attendees at this meeting included founding COAS Dean Willard Ash, Dr. Larry Green, Dr. Gary Harmon, Dr. Edward Healy, Dr. Thomas Mongar, and Dr. Gerson Yessin. On March 13, 1975, the General Assembly adopted a University Constitution, which provided for four constituent legislative bodies: Faculty Association, Student Government Association, Career Service Association, and the University Senate.\nThe first meeting of the Faculty Association was held on April 15, 1975, with Dr. William Merwin presiding as the Association's first President. The meeting agenda included the election of a Bylaws Committee, which produced a Bylaws document approved on May 8 by Association members, and on May 29 by a UNF Presidential Review Committee. According to the Bylaws, the purpose of the Association was to exercise jurisdiction over faculty appointment, retention, and development; academic programs, organization, and standards; academic services and continuing education; faculty grievances and advancement; and other matters relating to instruction, service and research programs.\nThe functions of the Association have changed very little over the years. The majority of the work is undertaken through an extensive committee structure, composed of both standing and special committees. The membership of the Association consists of all persons holding regular or visiting faculty appointments; and all Library faculty members. The President of the University is a non-voting ex officio member of the Association. (Faculty Association Bylaws, Article III, Sections 1 and 2.)\nMeetings were initially held semimonthly and later monthly to consider a legislative calendar of items, with additional items submitted by members or committees. Modeled on the town hall meeting format, voting procedures were conducted as a voice vote / majority prevails. A unique feature of each meeting continues to be the Question Period, which permits a member to address a question to any faculty member or administrator present or absent about University policies or activities, and receive a response on the spot or at a subsequent meeting.\nAccording to the current UNF Faculty Handbook, decisions reached by the Association regarding its concerns are forwarded to the Provost, who acts on them where authority to do so has been delegated by the President or transmits them to the President of the University for action. When approved by the President of the University or appropriately delegated authority, the decisions become the policies, practices, and regulations of the University.\nThe following is a chronological list of Faculty Association Presidents to date:\n1975-1976 William C. The general tasks of the Assembly as a governing system for all employees and the Chairman's philosophy as presiding officer were outlined and discussed. The Assembly was authorized to make major policy decisions.\nThe Assembly was a bold initiative in institutional governance to bring together - in one governing body - representatives from all members of the University community, including faculty, staff, and students. Its Vice Chairman was Thomas Fowler, a student majoring in management, and standing committee members were also elected from the various units of the University.\nIt was to be a temporary governing structure to be submitted for ratification by a constitutional convention after a two-year trial. The Interim Articles of Governance was designated as the guiding basic document of the Assembly until January 1, 1975.\nAlthough the Assembly was partially successful as an institutional experiment in fostering campus-wide participation and communication, its size and unwieldy structure proved cumbersome as the University's sole governing system. In 1975, after faculty frustrations were voiced in lengthy debates, the Assembly was dissolved. It was replaced, according to the mandate of a new University Constitution approved on March 13, 1975, with separate self-governing associations for faculty, staff and students. Only the Student Government Association and the Faculty Association continue to exist to the present day.","Note written by "],"prefercite_html_tesm":["\u003cp\u003eGeneral Assembly Records, Special Collections and University Archives, Thomas G. It was established by the Florida Board of Regents as part of a systemwide publishing consortium (University Presses of Florida) to publish books, monographs, journals and other types of scholarly or creative works. Each participating institution organized an editorial committee with the mandate to make local publishing decisions. The design, editing, manufacturing, and marketing tasks were handled by a central publishing unit in Gainesville, Florida.\nThe UNF Press Editorial Board was chaired by Dr. Richard Bizot throughout its existence. Initial Board members also included Iris G. Brown, Robert S. Cline, Carol L. DeMort, Jack T. Humphries (ex officio), Henry A. Newman, Jr., Stephen L. Shapiro, and William C. Stainback. The Board served in a strictly advisory capacity until 1983 when it published its first book, The Architecture of Henry John Klutho: the Prairie School in Jacksonville, by Robert C. Broward. From 1984 to 1991, the UNF Press published seven other books and had accepted for publication an additional four books. These last four were subsequently published with the University Press of Florida (UPF) imprint.
